How to Receive a Grant
In order for HOA to receive a grant from the EEF, it should follow a 6-step process as depicted on the illustration, which could take from 8 to 12 months depending on the Package selected.
The thermal renovation program for multi-apartment buildings is currently in the development and final approval phase. According to the Law 'On the Energy Efficiency Fund' and the financial agreements concluded between Ukraine and the EU in 2018, the Fund’s program will provide the opportunity to receive grants exclusively to buildings with HOAs. This will allow for the allocation of resources to address one of the most energy-consuming areas in the housing and communal services sector: multi-apartment buildings where co-owners have established common property management. The procedures of the 'First Movers' Program are currently undergoing testing. At present, 15 HOAs from all over Ukraine participate in this project (hyperlink to detailed information). A bank loan is obtainable after this stage. If needed, the HOA may also obtain loans during earlier phases. A list of partner banks will be published online following a competitive selection process.

What does the Thermal Renovation Program cover?
The Energy Efficiency Fund Program provides for partial compensation of the cost of thermal renovation projects covering implementation of a set of energy efficiency measures (not separate measures) that must comply with one of two identified “packages”.
Each of the packages includes both mandatory and additional measures subject to implementation by an HOA in order to receive partial compensation for expenses incurred. The final decision on the selection of measures taken by the HOA depends on the energy audit, while also taking into account economic and technical feasibility:
Package A: “HOA Light” consists of relatively inexpensive energy efficiency measures with high return on investment. Primarily, this involves modernization of building utility systems.
Package B: “HOA Comprehensive” includes all measures of Package A if not implemented earlier, as well as thermal insulation of building: walls, roof, attic and basement.

HOAs are the identified target clients. This means that unlike the Warm Loans Program, this Energy Efficiency Fund Program aims specifically to provide partial compensation for energy efficiency measures adopted by multi-apartment buildings with HOAs.
There is a simple application procedure for the Energy Efficiency Fund without excessive bureaucracy due to the interactive “HOA-Partner Bank-Energy Efficiency Fund-Partner Bank-HOA“ system. In other words, the HOA chairperson submits a package of documents
for the compensation of expenses for energy efficiency measures to the nearest partner bank branch. The partner bank then transfers the documents to the Energy Efficiency Fund, where the application is considered. Subsequently, the Energy Efficiency Fund notifies the bank and the HOA of its decision. If the decision is positive, the HOA chairperson then signs a grant greement at the branch of the partner bank.
HOAs save from 20% to 70% of energy due to the energy efficiency measures. The Fund also compensates expenses.
The envisaged energy efficiency measures result in increased real estate value, reduced utility bills, improvement of the building exterior, extension of its useful life, and improved living conditions. In other words, it is more economical to implement energy efficiency measures
instead of spending extra money on building maintenance. It is a win-win situation for everyone: government and property co-owners.
The Energy Efficiency Fund compensates HOAs 40% to 50-70% of the total cost of energy efficiency measures. Compensation is available in two packages, with a mandatory list of energy efficiency measures. Depending on what you choose, you will receive the relevant compensation.
Conducting an energy audit of the building, which is a mandatory condition for submission of an HOA application to the Energy Efficiency Fund, will help identify the necessary energy efficiency measures. You will know exactly which measures are necessary. In addition,
energy audits are included in the list of energy efficiency measures partially compensated by the Fund in accordance with the program.
Implementation of energy efficiency measures in multi-apartment buildings will save on heat consumption. This is very relevant for every co-owner in the building in view of growing gas and heating prices. By implementing one-off measures, you will pay less for utilities on an
ongoing basis.
